Plastic Sleeve on Shift Lever?

Gentlemen, In the first two pictures im trying to figure out what this plastic piece is? after cleaning more of the gunk out i noticed that i have two screw missing from the neutral switch. while removing the gunk the head of the screw toward the bottom of the neutral switch just fell off. Seems like the gunk has some effect on them
