Footpeg Hardware

I purchased PSR SBKs to replace my missing passenger pegs. They did not come with the necessary hardware, obviously. I bought clevis pins and clips. What I am missing is the special washers, ball bearings, and springs. Springs and ball bearings are easy enough to find. Does anyone have any idea how to fill in for the special washer or if there is another one that can be used and found readily at a hardware store? It has to be of a certain shape that it will not rotate with the peg and also have the detent for the ball bearing to lock into.
