did i over fill my oil?

ok so did an oil change other day and seemed like maybe a qt of old oil came out..the guy i bought the oil from my work said i probably needed just over 3 qts. and i also thought i saw like 3.25 on some specs somewhere online maybe im way wrong.... well i just fired it up today and i think i over filled my oil cuz now its smokin white out the tail like super crazy and oil is pouring out of a lil hole (looks like some kind of reservoir or something that may be missing some kind of return line??) right under the gas tank and pouring oil onto the engine. is that just a little drain spout to let out excess oil? did i just pour way to much oil in and is wanting to burn it off or something?
