Well this is weird. Just checked and double checked the valve clearences (following instructions in Haynes service manual, lobes facing opposite each other)
Cylinder 4, exhaust: Measured gap of .127mm, pulled out shim .275mm, specs call for a gap of .25mm to .21mm, meaning I would need a shim .151 to .192 to be within spec, the .192 being the edge of the spectrum leaning towards tight.
That seem right? I haven't seen a shim under .200 available in a quick search.
I'm in a little over my head with this, I'm second guessing myself, but I swear I measured correctly with the feeler, but all cylinders are requiring some strange shims.
