Cylinders 2 & 3 not 180deg opposite at TDC

Just rebuilt my carb so I'm checking valve clearances. Started with cylinder 1. .006 gauge wouldn't fit beneath either intake or exhaust lobe without a little force. Smallest gauge I have so Im trying to get a smaller feeler tomorrow. Decided to move on to cylinder 2. I rotated the timing plate to align with the mark for cylinders 2 & 3. When I looked at the lobes they weren't facing exactly 180 deg. away. It wasn't just off a little, it was very noticeable, 10 deg off maybe. Checked cylinder 4, both lobes were facing away 180 deg, couldn't get .006 feeler gauge to easily slide in. I then checked cylinder 3, exact same problem as #2. Anyone have any suggestion as to where I can start troubleshooting? Have the cam shafts been placed in the wrong spot? Is there a way to identify which goes where and if they need to be switched or flipped? Honestly, I don't know if its even possible to put them in the wrong spot. Help is much appreciated. Thanks.
